BLACK COUNTRY CONSORTIUM

Black Country Consortium Ltd (BCC Ltd) is a diverse, economic development, intelligence and strategic team working with partners from public and private sectors to steer and support the delivery of the Black Country Strategy on Growth and Competitiveness.

We provide strategic support, advice and on occasion leadership across the interconnected key areas for growth within the Black Country by:

  • Nurturing and articulating Black Country Development needs, opportunities and solutions;
  • Aiding the Black Country through the provision of strategic support including secretariat functions;
  • Provision and application of intelligence to inform, support and influence decision-making;
  • Promoting the Black Country by raising it's profile and perception.

BCC Ltd has developed a unique enabling role, connecting, developing and brokering networks and collaborative approaches to economic development, drawing on its own knowledge of businesses – ranging from multi nationals to medium, small and micro businesses, the sectors and markets they operate within, the intermediary agents that support them, Government and its agencies, LEPS and local authorities across the UK where we have economic alliances and critically the Black Country local authorities, HE/FE institutions and the third sector.

Since 1999 the importance of an evidence based approach to strategy formulation has been at forefront of Black Country thinking.  The establishment of the Economic Intelligence Unit (EIU) was seen as critical to providing a comprehensive understanding of the socio-economic challenges and opportunities in the Black Country and the wider West Midlands area.  The team provides rigorous, best in class, economic analysis across the three key SEP themes of people, businesses and place.  This intelligence is used to inform different stages of the policy-making cycle, including: critical assessment of the socioeconomic challenges in the Black Country; evidence-based strategy and policy development; project and programme design and feasibility; programme management; and monitoring and evaluation.

Within the Repowering the Black Country project the Black Country Consortium will lead and govern the project through the Black Country Energy Steering Group, chaired by LEP Board Member and Chair Tom Westley, Chairman of Westley Group.  The Economic Intelligence Unit will also lead Work Package 2 (WP2) to ensure the project is properly integrated into local area planning processes and strategies and makes most efficient use of existing public sector-owned datasets.

Chris Styche

Senior Researcher in Economic Intelligence Unit

I am a Senior Researcher in the Black Country Consortium’s Economic Intelligence Unit.  I have over 10 years experience developing my spatial analytical skills whilst working in the geospatial industry and acting as the Principle Contact for the Public Sector Mapping Agreement in place with the Ordnance Survey as well as being an active member of the Association for Geographical Information and British Cartographic Society.

I hold a BA (Hons) degree in Geography and have completed an Advanced Level course in using Geographical Information Software.

I am involved in the Place Making theme across the Black Country to support regeneration through applying intelligence to inform the development of the strategic programmes to implement the Strategic Economic Plan whilst also understanding the spatial and economic impact of strategic interventions across the West Midlands Combined Authority area.

My role within the Repowering the Black Country project includes

  • Spatial Analysis
  • Geographical Information application
  • Data visualisation and visual analytics.

I am working to identify potential Zero Carbon hub locations across the Black Country and ensure these are integrated into the Black Country Plan, including liaison with existing local energy projects in Sandwell and Wolverhampton.

Research, Intelligence & Policy Analyst

I am a Research, Intelligence & Policy Analyst in the Economic Intelligence Unit.  I hold a BSc (Hons) degree in Geography.  I have been working in the EIU for almost 3 years.  I am the lead on the Environment agenda which sits in the Place theme, helping to bring about environmental transformation across the Black Country and achieve our ambitions as outlined in our Strategic Economic Plan.  This involves understanding the baseline scenario of our green and blue assets and analysing change over time.

I work closely with the public sector and environmental NGOs operating across the West Midlands to accelerate the region’s potential to bring the environment to the forefront of decision making.Within the Repowering the Black Country project, I am sourcing and sharing Data Analysis and Intelligence to colleagues, supporting Chris in sourcing data for geospatial analysis, as well as finding energy and waste data from industrial users to feed into carbon emission monitoring methodologies.

Junior Research, Intelligence & Policy Analyst

I joined the Economic Intelligence Unit a few months ago to provide support to Chris and Emma as a Junior Research, Intelligence & Policy Analyst.  I have a BSc (Hons) degree in Geology and an MSc in Environmental Impact Assessment and Management which have both given me experience in GIS that I have brought to the role.

I have largely been using this experience to visualise data for the Repowering the Black Country project on programs like ArcGIS Online, for example making interactive story maps that guide users through commercial energy and waste data for the region.
